Protection and Advocacy for Individuals with Mental Illness Advisory Council

Thank you for your interest in being a member of the Mental Health Advisory Council for the Disability Law Center. This Council is called the Protection and Advocacy for Individuals with Mental Illness (PAIMI) Advisory Council. We are delighted to know that you wish to help advocate for the civil and human rights of people with mental illness in the state of Utah.

Recruitment Process

 

The following is the formal process all prospective members to the PAIMI Advisory Council must complete before being accepted as a member of the PAIMI Advisory Council at the Disability Law Center.

1. Anyone interested in serving on the PAIMI Advisory Council will be required to complete the New Member Application.>

2. The ad hoc Membership Committee will review all New Member Applications.

3. A letter will be sent to every person applying for membership to the Council thanking them for expressing an interest in serving and explaining the process by which applications are reviewed.

4. Applications will be reviewed to ensure that the prospective member meets basic criteria (i.e., must be qualified according to the PAIMI Advisory Council Operating Guidelines and the Strategic Expansion Plan).

5. Qualified applicants will be contacted by phone. A letter of thanks will be sent to all other applicants thanking them for expressing an interest in serving on the Council and explaining that they have not been selected to serve on the PAIMI Advisory Council at this time.

6. At least two members of the PAIMI Advisory Council’s Membership Committee will meet with the prospective member for an informal interview.

7. The Membership Committee will make recommendations to the broader Council about possible membership.

8. Members of the PAIMI Advisory Council will vote on prospective members.

9. An invitation will be extended to applicants who have been approved by Council members. Letters will be sent to all other applicants.

10. The new member will complete an orientation before attending their first meeting.

NOTE: Although it is not required, prospective members are encouraged to attend a meeting to better understand the function of the PAIMI Advisory Council. No more than two months should pass between the time an application is received and the prospective members is appointed to the Council or declined.

Duties of PAIMI Advisory Council Members

Responsibilities, Mission and Purpose

1. Make recommendations on any statutes, policies, procedures or programs which are relevant to rights protection and advocacy for persons with mental illness.

2. Make recommendations for mental health advocacy services to the PAIMI Advisory Council Liaison or Board of Trustees of the Disability Law Center (DLC).

3. Identify needs of persons with mental illness and communicate them - along with recommendations for action - to the PAIMI Advisory Council Liaison or Board of Trustees of the DLC.

4. Respond to concerns of persons in the community regarding the protection and advocacy of persons with mental illness.

5. Advise DLC staff, PAIMI Advisory Council Liaison or Board of Trustees on policies and priorities (goals) to be carried out in protecting and advocating for the rights of persons with mental illness in the state of Utah.

6. Complete a section of the annual PAIMI program performance report to the Center for Mental Health Services that describes the activities of the PAIMI Advisory Council and its assessment of the operation and quality of DLC PAIMI funded services.

7. Work with the PAIMI Advisory Council Liaison, Board of Trustees and staff to develop the annual prioritized goals of the DLC - particularly those targeting individuals with mental illness.

8. Educate the community about the purpose, priorities and activities of tile DLC.

Programmatic and Planning

1. Help to determine and monitor the DLCC PAIMI funded programs and services.

2. Participate in the development of short- and long-term strategic planning with the PAIMI Advisory Council Liaison, DLC Staff d o r Board of Trustees.

3. Ensure the effectiveness of the DLC's PAIMI funded programs through review of the annual Goals and Objectives.

Representational

1. Develop and maintain a communication link to the community.

2. Promote the activities and mission of the DLC's public image.

3. Educate your local community about the DLC's purpose, services and activities on a regular basis.

Terms and Attendance

1. There can be up to 16 members of the PAIMI Advisory Council.

2. The PAIMI Advisory Council will appoint a Liaison to the Board of Trustees

3. The PAIMI Advisory Council shall appoint new members by a majority of a quorum vote.

4. The term of each member to tile PAIMI Advisory Council is three (3) years. A Council member is limited to three terms.

5. Members are expected to attend all meetings or give notice if they are unable to attend. Following three (3) consecutive absences per year the member will be notified that they will be removed from the PAIMI Advisory Council.
